Why were some Americans upset with President Bush's handling of Hurricane Katrina?

Americans were angry with the entire government system after Hurricane Katrina because they knew the extensive damage it was going to cause and did not administer aid until it was too late. When a city needs aid they must first bring it up with officials and then it goes to the mayor and then to state rep and then to the higher up government making it almost impossible to receive help in such a short time.
