Answer is: remove public officials from office before their terms ended, also give power to people (voters) to prevent abuses of power by threatening and carrying out these recalls.
Recall is a procedure where voters can remove an elected official from office through a direct vote. Recalls are initiated when sufficient voters sign a petition.
