A person looking for a job would have had the hardest time looking for one in the year 2009.

Why was employment hard to find in 2009?

The United States was still recovering from the effects of the Great Recession in 2008 and unemployment was rising.

This meant that with most people losing jobs, finding a job would have been very difficult.
