Answer: No, this is not a function

Why not? Because of the points (-7,4) and (-7,6). Both of these points have x = -7. This input leads to multiple outputs, which is not allowed for a function.

Any function must have any input lead to exactly one output.

Visually, this graph fails the vertical line test because of those two points.
