A 3% decrease means you still have 100% - 3% = 97% left

The multiplier here would be 0.97

If you do another 3% decrease, you will use another multiplier of 0.97

Multiply 0.97*0.97 to get 0.9409

So this is a 1-0.9409 = 0.0591 = 5.91% decrease overall
